Where are the merchants where you buy sigils and runes?

the update put rune traders in major citys, and the sigil is at tomb of the premedival kings, 85k last i checked

From Lion's Arch take the boat to any of the guild hall islands. Each island has a sigil trader on it. Current price as of about an hour ago was 75,000 gold.
